НАЦІОНАЛЬНИЙ РЕПОЗИТАРІЙ ДОСЛІДНИЦЬКИХ ДАНИХ ЯК СКЛАДНИК ІНФРАСТРУКТУРИ ВІДКРИТОЇ НАУКИ В УКРАЇНІ: КОНЦЕПЦІЯ, СТАН РЕАЛІЗАЦІЇ ТА ПЕРСПЕКТИВИ

В тексті обґрунтовано потребу впровадження, розкрито модель функціонування та проаналізувано стан створення загальнодержавної інфраструктури для зберігання дослідницьких даних і відкритого доступу до них в Україні. Здійснено аналіз наукових публікацій, міжнародних документів і нормативно-правових актів з питань відкритої науки, порівняльний аналіз програмних платформ з відкритим кодом, системний підхід до моделювання життєвого циклу даних. Результати. Визначено засади функціонування репозитарію: відкритість для всієї наукової спільноти, обов’язкове депонування даних проєктів, що фінансуються з державного бюджету, відповідність принципам знаходжуваності, доступності, інтероперабельності й повторного використання, інтеграція з національними та європейськими системами. Обґрунтовано вибір платформи Dataverse, розгорнуто бета-версію репозитарію, розроблено пакет нормативно-методичних документів і визначено параметри пілотного тестування. Висновки. Створення репозитарію зменшить ризик утрати даних, підвищить видимість українських досліджень і прозорість використання бюджетних коштів, проте його ефективність залежатиме від формування культури управління даними в науковій спільноті.
