Abstract

This paper justifies the need for implementation, describes the operational model, and analyzes the status of the development of a nationwide infrastructure for the storage of research data and open access to it in Ukraine. An analysis was conducted of scientific publications, international documents, and regulatory acts on open science, along with a comparative analysis of open-source software platforms and a systematic approach to data lifecycle modeling. Results. The principles governing the repository’s operation were defined: openness to the entire scientific community; mandatory deposit of data from projects funded by the state budget; compliance with the principles of discoverability, accessibility, interoperability, and reusability; and integration with national and European systems. The choice of the Dataverse platform was justified, a beta version of the repository was deployed, a set of regulatory and methodological documents was developed, and the parameters for pilot testing were defined. Conclusions. The creation of the repository will reduce the risk of data loss, increase the visibility of Ukrainian research, and enhance the transparency of budget fund usage; however, its effectiveness will depend on the development of a data management culture within the scientific community.
