The study aims to identify the main components of the innovative potential of open educational resources and digital platforms and the conditions for their effective use in contemporary education. The research employed analysis of scholarly publications and policy documents, comparative content analysis of five open educational platforms, and methods of generalization and systematization. The findings show that innovation is determined not by free access alone but by the combination of legal and technical openness, pedagogical modularity, interactivity, accessibility, quality assurance, localization, and opportunities for reuse and adaptation. The comparison revealed that different platform models are complementary: they support editorial quality, access to university course structures, flexible construction of learning materials, professional curation, and collaborative resource creation. The study concludes that the greatest educational value emerges when open resources are supported institutionally, integrated into open pedagogy, systematically reviewed for quality and accessibility, and combined with responsible human-supervised use of artificial intelligence.
