Aim. To identify structural gaps in Ukraine’s scholarly publishing ecosystem and determine their implications for research infrastructure development. Methods. The study applies systems and structural-functional approaches and a secondary analysis of previous research on organisational models, publishing practices, and the distribution infrastructure of Ukrainian and European university presses. A structural-functional model of the scholarly publishing ecosystem developed by M. Zhenchenko provides the analytical framework. Results. The analysis reveals a structural asymmetry in Ukraine’s scholarly publishing ecosystem, manifested in three interconnected gaps: an institutional coordination gap, an infrastructure and distribution gap, and a digital interoperability gap. These gaps are concentrated primarily at the meso level of infrastructure and distribution, limiting the continuous flow of scholarly content and metadata. Conclusions. Addressing these structural gaps requires stronger institutional coordination, shared digital and service infrastructure, improved digital distribution, and interoperability between local resources and the global scholarly communication infrastructure.
