The article examines the role of intellectual potential and the system of training doctors of philosophy in the post-war reconstruction and European integration of Ukraine. The relationship between state funding of science, human resources potential, institutional organization of training of researchers and the country's ability to produce new knowledge is analyzed. The principles of the Bologna Process, the Salzburg Principles and Recommendations, Ukrainian legislation on higher education and scientific activity, as well as the practice of regulating the third educational and scientific level are considered. The contradiction between the formal compliance of the Ukrainian model with the European framework and the predominance of a standardized educational approach in it over actual research training is revealed. The insufficient participation of the National Academy of Sciences of Ukraine in the formation of standards, accreditation of programs and certification of scientific personnel is emphasized. The need to expand the autonomy of academic institutions, introduce flexible individual trajectories for obtaining a PhD degree, strengthen research mentoring and increase funding for science is substantiated. The importance of critical thinking, interdisciplinarity, creative synthesis, validation of results, reflection and self-correction of the researcher is also outlined. The proposed changes will contribute to the transformation of intellectual potential into a factor of sustainability, competitiveness, technological development and full partnership of Ukraine in the European scientific space.
