ДО ПИТАННЯ МОНІТОРИНГУ ЕФЕКТИВНОСТІ ВПРОВАДЖЕННЯ ПРИНЦИПІВ ВІДКРИТОЇ НАУКИ В ЗАКЛАДАХ ВИЩОЇ ОСВІТИ ТА НАУКОВИХ УСТАНОВАХ УКРАЇНИ

У статті представлено окремі аспекти створення методології та інструментарію моніторингу ефективності впровадження принципів відкритого доступу, відкритої науки та управління дослідницькими даними в закладах вищої освіти й наукових установах України. Обґрунтовано актуальність запровадження системного моніторингу відкритої науки на інституційному рівні як умови євроінтеграції та відповідності вимогам міжнародних грантодавців. Систематизовано певний міжнародний досвід та ключові ініціативи у сфері моніторингу відкритої науки. Запропоновано систему індикаторів моніторингу, що охоплює інституційну політику відкритого доступу, інфраструктуру репозитаріїв, публікаційну активність, управління дослідницькими даними, відкриті освітні ресурси, відкрите рецензування та проєкти громадянської науки. Описано технічні принципи побудови систем моніторингу, джерела даних та рекомендовані інструменти. Запропоновано практичні рекомендації щодо імплементації моніторингу та комунікації про його результати.
