The article presents the results of the first stage of the R&D project on developing a methodology and tools for monitoring the effectiveness of implementing Open Access, Open Science, and research data management principles in Ukrainian higher education institutions and research organisations. The relevance of systematic open science monitoring at the institutional level is substantiated as a prerequisite for European integration and compliance with international funders’ requirements. International experience and key initiatives in open science monitoring (UNESCO, OSMI, OpenAIRE, EOSC, CoARA, etc.) are systematised. A multi-level system of monitoring indicators has been developed covering institutional open access policies, repository infrastructure, publication activity, research data management, open educational resources, open peer review, and citizen science projects. The technical principles for building monitoring systems, data sources, and recommended tools are described. Practical recommendations for implementing monitoring and communicating its results are proposed.
