In 2025, the State Enterprise “Ukrainian Institute of Scientific, Technical and Economic Information” (UkrISTEI) conducted a large-scale questionnaire survey among leading scientists and specialists of Ukraine, the purpose of which was to deeply study the state, problems and prospects for the development of the system of scientific and scientific-technical expertise. 93 respondents — representatives of more than 10 fields of knowledge, doctors and candidates of sciences, leading universities and research institutions throughout Ukraine — joined the study. The results of the survey reveal a picture of strengths and weaknesses, identify the main pain points and determine ways to transform scientific expertise under martial law and the state’s European integration aspirations.
